Selection criteria
Candidates must have the following:
a) Essential criteria:
- Qualifications: have a level of post-secondary education attested by a diploma[1],
or
a level of secondary education attested by a diploma giving access to post-secondary education, followed by at least three years' relevant professional experience;
- language skills: thorough knowledge of one of the official languages of the European Union and satisfactory knowledge of another official language of the European Union, to the extent necessary for the performance of duties.
b) Essential technical skills:
- For operational reasons, a very good knowledge of either French or English and very good communication skills in one of these languages, as well as a good knowledge of and good communication skills in the other language.
- Have professional experience of at least one year directly related to the nature of the tasks as described under the “Tasks section” above.
- Very good knowledge of the rules and procedures related to the human resources management and the management of Selection, Recruitment, Learning and Development and/or individual rights as shown by professional experience.
- Demonstrated ability to handle files with the highest norms of confidentiality.
- Excellent general, theoretical and practical knowledge of human resources management.
- Written and oral communication: drafting skills, summarising skills and ability to communicate in English and French.
- A good command of IT Tools (e.g., Excel, Word, PowerPoint, …), and other HR related tools (e.g., Sysper, MIPS, NDP, Ares…).
- Knowledge of the Staff Regulations and Conditions of Employment of Other Servants of the European Union.
[1] Only diplomas and certificates that have been awarded in EU Member States or that are the subject of equivalent certificates issued by authorities in the said Member States shall be taken into consideration.
Eligibility criteria
Only officials of the institutions and bodies of the European Union currently in function group AST and in grades from AST 1 to AST 9 on the closing date for applications may apply.
To be eligible to take part in this selection procedure, the applicant must, on 26/09/2026, the closing date for online applications, and on the day of the filling of the post meet the following requirements:
- Be an official staff member under Articles 4 and 29(1)(a)(i) of the Staff Regulations who is employed within his/her current agency in a grade and function group corresponding to the published function group and grade bracket (AST1-AST9);
- Have successfully completed the probationary period provided for in Article 34 of the Staff Regulations in the relevant function group.
